The short answer

Pick by where the work already lives. If most funded work is IT and the service desk already runs on ServiceNow, buy the SPM module on that platform. If engineering plans in Jira, Atlassian's Strategy Collection keeps strategy and backlog in one cloud.

If the portfolio mixes IT, product development and capital projects, and finance wants budgets, forecasts and actuals in one place, buy a dedicated SPM suite such as Planview or Planisware. If the question is which applications and technologies to fund or retire, start from enterprise architecture with Bizzdesign Alfabet.

If the job is a 2-year transformation or cost program with hundreds of initiatives and a value target, a transformation tracker such as Shibumi or Wave by McKinsey fits better than a resource-planning suite. Teams on Microsoft Project Online must move: Microsoft retired it on September 30, 2026.

Why strategic portfolio management software matter

Strategic portfolio management software answers one question for the executive team: is the money going to the work that serves the strategy? It holds every proposed and running project, product and initiative, with its cost, people, dependencies and expected benefit, and links each to a goal.

The decisions it informs are funding decisions. Which 20 of 80 proposals get money this year. What to stop when a new priority arrives in the middle of the year. Whether the team has the people to start a program in the second quarter.

Without it, those decisions are made from status decks assembled by hand. Each review starts with an argument about whose numbers are current. Capacity is overcommitted because no one sees every claim on the same engineers. Benefits promised in the business case are never tracked after approval, so the next round of funding repeats the same bets.

Who buys it

Buyers are the enterprise or project management office, the CIO's office, finance business partners and transformation office leads. Most are large companies with several hundred concurrent projects or products, often in IT, pharma, aerospace, manufacturing or financial services.

Typical triggers: a new strategy that needs funding re-cut across business units; a cost or AI program that must report value to the board; a move from project funding to product or value-stream funding; or the retirement of a legacy tool, such as Microsoft Project Online, which Microsoft retired on September 30, 2026.

Before you buy: what teams do without one

Without a product, the portfolio lives in spreadsheets, a project register and a status deck rebuilt every month.

This works while one person can hold the whole portfolio in their head. Buying pays when the same resources are claimed by more projects than anyone can track, when finance needs plan versus actual by initiative without a monthly reconciliation, or when the board asks what a transformation has delivered and the answer needs a manual data pull. McKinsey sells Wave alongside its transformation work.

What good looks like

CapabilityWhat good looks likeWhy it matters
Demand intake and scoringOne intake form for every proposal, scored against weighted strategic criteria, with duplicate detection.Funding debates start from a ranked list everyone can see.
Scenario planningCompare funding and staffing scenarios side by side and see which goals each one drops.Leaders choose between real tradeoffs instead of approving everything and missing dates.
Capacity and resource planningDemand for named roles and skills across all work, against actual availability, by month.Approved work slips when the same people are booked on too many projects.
Financial planningBudgets, forecasts and actuals by initiative, reconciled with the ERP, at portfolio and project level.Finance and the PMO argue about one set of numbers instead of two.
Benefits and value trackingEach initiative carries a value target with an owner and is measured after go-live, not only at approval.Without it, business cases are approved but not checked against actuals.
Delivery tool integrationTwo-way sync with Jira, Azure DevOps or ServiceNow so status rolls up without manual updates.Portfolio data goes stale if teams must enter status twice.
AI summaries and risk signalsGenerated status reports and health predictions based on the underlying project data.Cuts the time spent writing status decks, if the data underneath is current.

How strategic portfolio management software are built, and who sells each kind

Vendors in this category can take a labeled Spotlight slot on this guide. How Spotlight works

Dedicated SPM suites

Stand-alone portfolio products with their own data model for strategy, funding, resources and schedules across many kinds of work. Most are sold as a family of modules.

Fits: Large enterprises with mixed portfolios of IT, product development and capital projects.

  • PlanviewEnterprises with mixed IT and product development portfolios.
  • PlaniswarePharma, aerospace, automotive and other R&D-heavy companies that plan product development and capital spend together.
  • Clarity by BroadcomEnterprises that want portfolio finance linked to Broadcom's Rally agile tool through its ValueOps family.

Platform-native SPM

Portfolio planning sold as an add-on to a platform the company already runs for IT service management or software delivery. Data and users come from that platform.

Fits: Organizations whose funded work is mostly IT or software and who have standardized on that platform.

  • ServiceNowCompanies that run IT service management on ServiceNow and want its SPM module on the same platform.
  • Atlassian Strategy CollectionCompanies whose delivery teams work in Jira; it bundles Focus, Talent and Align and is cloud only.

Architecture-led portfolio tools

Portfolio management built on an enterprise architecture repository of applications, technologies and business capabilities.

Fits: CIO offices deciding which applications and technologies to fund, modernize or retire.

  • Bizzdesign AlfabetCIO offices that plan IT investment from application, technology and capability maps.

Transformation trackers

Initiative trackers built around value targets, milestones and stage gates for change programs, with light resource planning.

Fits: Transformation offices running cost, AI or turnaround programs with hundreds of initiatives and a value target.

  • ShibumiTransformation and enterprise PMO leaders tracking hundreds of strategic or AI initiatives against value targets.
  • Wave by McKinseyCompanies running a large transformation program, often alongside McKinsey consultants.

How to choose

Which work the data model covers

Some products model projects, products, applications and capital assets as different object types. Others treat everything as a project or an initiative. Check that your largest category of spend fits natively.

Where the source data lives

Platform-native products read status from the delivery tools on their own platform. Suites need integrations to Jira, Azure DevOps, ServiceNow and the ERP. Ask which connectors are two-way and who maintains them.

Depth of financial management

The range runs from a budget field per initiative to full forecast, actuals, capitalization and chargeback. Finance should test this, not the PMO alone.

Resource planning granularity

Some products plan named people by hour. Others plan roles or teams by month. Finer detail costs more data entry. Match it to the decisions you actually make.

Benefits tracking after approval

Transformation trackers are built around value targets measured over time. Ask to see a benefit tracked against actuals one year after go-live.

Configuration versus standard features

Highly configurable products fit complex governance but need specialists to change. Check how many changes need the vendor or a partner, and what each costs.

How pricing works

Strategic portfolio management software is sold by annual subscription after a demo. Most vendors in this guide do not publish list prices on their websites.

Vendors quote on users and on the modules or packages chosen. Platform-native products sell SPM as tiered packages on top of the platform license. AI features increasingly sit in the higher tier. Some products are sold only as a bundle of apps, with seats counted across the bundle.

Implementation services are separate and often run through partners. Budget for configuration, integrations and data migration in the first year on top of the subscription.

ModelHow it worksWatch for
Per user, by tierAn annual price set by user band, such as 1 to 50 users, with the price rising as the band grows.Which users count toward the band once resource managers, finance and contributors log in.
Tiered packagesA base package for project and demand management, a higher tier adding strategic planning, investment funding, agile planning and more AI.Features shown in the demo that sit in the higher tier.
Bundled collectionSeveral apps sold together, billed annually, with seats bought for the whole bundle.A user of one app still consumes a seat for all of them.
Platform plus servicesA software subscription sold alongside a consulting or transformation engagement. What the software costs, and what you keep, after the consulting work ends.

Implementation

  1. Agree the portfolio modelDecide what counts as a portfolio item, which hierarchy links it to goals, and who approves funding at each gate. Do this before configuration starts.
  2. Load the current portfolioMigrate active projects, budgets and resources from spreadsheets or the legacy tool. Close stale projects before loading, so the first review uses current numbers.
  3. Connect delivery and finance systemsIntegrate Jira, Azure DevOps or ServiceNow for status, and the ERP for actuals. Test that numbers match the general ledger.
  4. Run one funding cycle in the toolUse it for a real quarterly or annual planning round. Retire the parallel spreadsheet in the same cycle.
  5. Add benefits trackingOnce funding runs in the tool, attach value targets to approved initiatives and review them in the same forum.

Confirm before you sign

  • The data model handles each type of work you fund: projects, products, applications or capital assets.
  • Named two-way integrations with your delivery tools and ERP, and who maintains them.
  • Which features in the demo are in the package you are quoted.
  • License types, and which roles need a full license.
  • Scenario planning that changes funding and staffing in the same model.
  • Resource planning at the level of detail you will actually maintain.
  • Benefits tracking after approval, with actuals.
  • Data residency, SSO and the security certifications your security team requires.
  • Implementation partner, plan and fixed or capped cost for the first year.
  • Export of all portfolio data, history and configuration if you leave.
  • Price protection on renewal and on added modules.

Questions to ask in a demo

  1. Load 3 of our real proposals. Score them against our criteria and show how the ranking changes when we change a weight.
  2. Show 2 funding scenarios side by side. Which goals and which teams does each one leave short?
  3. Where does status come from? Show a Jira or Azure DevOps change appearing in the portfolio view, and how long it takes.
  4. Show budget, forecast and actuals for one initiative. Which system supplies the actuals, and how often?
  5. Pick an initiative approved a year ago. Show its expected benefit next to what it has delivered.
  6. Generate an executive status report with your AI features. Which project fields did it use, and can we trace each sentence?
  7. Which of the features you showed today are in the package you will quote us?
  8. What did your last 3 customers our size spend on implementation, and how long until their first funding cycle ran in the tool?
  9. If we leave, how do we export plans, history and configuration?

Frequently asked questions

What is strategic portfolio management software?

It is software that holds every proposed and running project, product and initiative, with cost, resources, dependencies and expected benefit, and links each to strategic goals. Leaders use it to decide what to fund, what to stop and whether teams have the capacity to deliver. Gartner and Forrester both evaluate the market; Forrester's Q2 2026 Wave covered 13 vendors.

What is the difference between SPM and PPM?

Project portfolio management (PPM) manages a portfolio of projects: schedules, resources and budgets. Strategic portfolio management (SPM) widens the view to products, applications, capital assets and initiatives, and starts from strategy and funding decisions. The two markets overlap: Planview, an SPM vendor, bought Sciforma, a PPM vendor, in February 2025.

What should Microsoft Project Online customers do?

Microsoft retired Project Online on September 30, 2026. Project Web App sites and their data are no longer available. Project desktop is not affected, and Microsoft points customers to the new Microsoft Planner. Customers that used Project Online for portfolio governance, not only scheduling, should compare Planner against the approaches in this guide before migrating.

How much does strategic portfolio management software cost?

Most vendors here do not publish list prices; they sell annual subscriptions after a demo. Costs depend on named users by license type, the package or modules chosen, and whether AI features sit in a higher tier. Implementation by the vendor or a partner is billed separately. Get quotes on the same user counts and modules from at least 3 vendors.

Can ServiceNow or Jira replace a dedicated SPM suite?

For IT-heavy portfolios, often yes. ServiceNow sells SPM in 2 packages; strategic planning, investment funding and enterprise agile planning are in the higher one. Atlassian's Strategy Collection bundles Focus, Talent and Align, is cloud only and syncs with Jira. Both read delivery data from their own platform. Portfolios with large non-IT spend, such as R&D or capital projects, usually need a suite.
