An expansion fails at the rate it was added, not at the market it was added to. The rate is the one number in a plan that is never argued about, because plans express themselves as destinations and a destination cannot be wrong — only late. This pack computes the rate limit from two numbers almost no plan contains, sets it beside the rate the plan implies, runs both constraints — capital and capacity — over ten years, and prices depth against breadth. It stops on two conditions: nobody can say what a serving node carries, and the opening date was set outside the company.
